Instructions on how to become a certified official with the FHSAA
To become a certified official with the FHSAA, there are three specific steps:
- Register to become a member of an officiating organization.
- Register with the FHSAA as an official.
- Take the FHSAA Track & Field certification test in January and February.
In the State of Florida, there are 8 officials organizations recognized by the FHSAA for track officials. You will need to register and complete any required paperwork to join one of these organizations.
If you choose to join the Central Florida Track Officials Association (CFTOA), the first step is to register with us at cftoa.net.
Step 1: Joining CFTOA
- Visit cftoa.net, click the Officials tab at the top, then click on the Join button.
- Fill out the form with your information and sign the Officials Membership Agreement by typing in your name.
The agreement requires you to keep all certifications and requirements current. This includes:
- the certification test each year and maintaining a current JLA (Jessica Lunsford Act) badge if required.
- Certified teachers and coaches are not required to have a JLA badge.
- If you are also USATF certified, provide your certification details.
- Pay the $35 annual registration fee to become a member of CFTOA.
Step 2: Joining the FHSAA
Email Lisa Durrance (ldurrance@fhsaa.org) before registering online to receive a discount code for your first year of membership.
Go to FHSAA.com and click “Become an FHSAA Official.”
- Review registration deadlines for each sport and the Track & Field testing window dates.
- Click the link to the Officials Central Hub (either FHSAA Central Hub in Arbiter or FHSAA Central Hub).
- On the Officials Central Hub page, click Registration in the top black bar.
- Click the FHSAA Registration button.
- When prompted, select Create One to set up your ArbiterSports account (new officials only).
- Complete your registration and pay the annual fee. Once complete, you will be eligible to take the test when the window opens.
Step 3: Taking the FHSAA Track & Field Rules Exam
- Log into your Arbiter account.
- In the top-right corner, under your name, click Central Hub.
- In the top black bar, click Test. During the testing window, all open exams will appear.
- The Track & Field exam is open book
Take your time and use your rule book to confirm answers.
You may leave the test and return later to complete it if needed.
Once you pass the test, you will be considered a certified FHSAA official.
Important Reminder
To remain a certified official each year, you must:
- Register with the CFTOA and pay your annual registration fee.
- Register with the FHSAA and pay your annual registration fee.
- Take and pass the FHSAA rules exam during the testing window.
